This may be an ignorant question but do my new Hartge wheels need balancing?

All wheels and tires need balancing, you're not balancing the wheel itself, it should be balanced if it is a good wheel such as Hartge, you are balancing the weight of the tire on the wheel. Tires may not be as balanced as the wheels, then you add the weight of the valve stem in there and it is the combination of all these things that need to be balanced together and on a good machine such as a Hunter 9700....

Any time you place any tire on a rim you will need to balance the assembly (wheel). There are balance imperfections in both the tire and rim but most significantly in the tire. If you remove a tire from a rim and place it back on in a different orientation it will likely be out of balance. As the tire wears it will become out of balance and at some point will likely need to be balanced again.
I have been chasing a shimmy. I have newer tires with about 3.5k miles. I got them rebalanced at about 3k miles and I noticed significant positive results. I have concluded that I should rebalance my wheels about every 3k. My balancing was done by Sears and not on a Hunter GSP9700. I have not had them balanced by the Hunter GSP9700
The Hunter GSP9700 is a more advanced wheel balance machine. Search the web for it as they have a nice site explaining its features. I am not sure about the actual level of balance that is attainable by this machine but it has additional features to improve wheel performance. These additional features essentially match the imperfections of the tire to the imperfections of the rim so that they cancel each other. The cost for the Hunter GSP 9700 balance is about $25/wheel unless you go to the BMW dealer where it is about $40/wheel.
