I have actually used a water-based clear-coat in the past. You can also find & use urethane instead.
Lightly dab or (brush) clear-coat only on the decal itself -- I would practice coating on a sample surface & thin according to manufacturer instructions.
FYI I used the tip of an old (dried) Copic marker as my brush head.
