Odometer discrepancy on a parts car's title...?

Kind of a weird situation here, I bought a beater euro 535i in non-running ("needs a fuel pump and a battery") condition, in proxy last night. I asked for a picture of the title signed over to my name, which I received. The odometer of the car is broken at 86k. The title, however, is partially filled out and lists the "actual" mileage at 159260. Does this sound like a gauge cluster swap, odometer rollback? He insists that 86k is the actual mileage, and I guess will be sending me some pictures to verify that today, whatever that might entail.
I'm not too concerned at any rate, but if it's registered properly and service records indicate that it's indeed a sub 100k car I would consider restoring it as opposed to using it as parts for my other car. If so, I'm not sure how I'm going to handle that when I go to register it. Thoughts?
