I am sure there has been a flood of Congressional Inquiry's from soldiers to their reps. Like I said earlier in this thread, this is a ploy by DOD to put pressure on congress.

I just did my taxes- I'd love to have just 14% taken off and I can keep the rest!

Hey not bad, that's <3% of all active servicemen/women. And I'm sure active service were the only signers. I'll bet it was the petition that did it, rather than it being a bluff all along.
